Message from the Editors
This issue of the Chicago Policy Review marks the tenth publication
since the journal was founded in the fall of 1996. Since that time, the Chicago Policy Review has been a forum
for academics, practitioners, and students to find common ground and engage in meaningful discussion about public policy.
This yearŐs issue is no exception: volume 8 presents a range of perspectives on the timely topic of Civil Liberties.
We are grateful for all of the efforts of the Review staff this year and
for the support of the Harris School administration. Their hard work and vision not only resulted in the successful publication
of volume 8, but paved the way for continued growth and excellence in future volumes. We anticipate that the Chicago Policy
Review will only continue to mature and find its place within the public policy arena.
We hope that you find this issue to be engaging and insightful, and encourage you
