Rowan A. Miranda, Ph.D.

Rowan Miranda (A.M. '87, Ph.D. '92) is a Partner at Accenture and, since 2000, has been an affiliated faculty member of the Irving B. Harris Graduate School of Public Policy Studies.

Miranda teaches courses in budgeting, government accounting, and information systems. Accenture is a global management consulting, technology services and outsourcing company. At Accenture, Dr. Miranda is responsible for providing consulting services to public sector and higher education organizations in North America in the areas of budgeting, performance management, business process outsourcing, shared services, and enterprise resource planning technology. He is the co-editor of a recent book Technology for Government Transformation: ERP Systems and Beyond (2005).
Dr. Miranda was formerly Director of Research and Consulting at the Government Finance Officers Association (GFOA) where he was also the Editor-in-Chief of Government Finance Review. He has held several public service positions including Director of Budget and Management at the City of Pittsburgh and Chief Financial Officer of Allegheny County, PA. He has published articles in scholarly and professional journals on privatization, budgeting, and technology. He has consulted for nearly 150 public sector organizations on outsourcing, financial management and information technology topics. He has served on the graduate faculty of Carnegie-Mellon University, University of Pittsburgh, and University of Illinois at Chicago.
